Enable the Prompt API
Open this link and set it to Enabled:

Enable the On-Device Model
Open this link and set it to Enabled BypassPerfRequirement:

Relaunch Chrome
Click the Relaunch button at the bottom of the flags page.
Download the AI Model
Go to Chrome Components, find Optimization Guide On Device Model, and click Check for update. The model (~1.7GB) downloads in the background.
